The present research, "The Role of Risk Communication in Health Emergencies: A Theoretical Study," aims to analyze how risk communication influences public trust, public behavior, and policy compliance during public health crises. Health emergencies are not merely medical challenges; they also severely test information, communication, and social trust. In such situations, risk communication emerges as a crucial strategic tool that helps make the public aware of potential threats, control fear and confusion, and encourage behavior change.This study is based on a descriptive and analytical theoretical research methodology, utilizing secondary sources such as research articles, books, policy documents, and reports from international organizations. The study thematically analyzes the concept of risk communication, its key principles, and its role in health emergencies. The research found that transparency, timeliness, scientific accuracy, empathetic language, and a participatory approach are essential components of effective risk communication.The findings of the research indicate a positive correlation between effective risk communication and public trust, and that the quality of communication directly affects public behavior and compliance with health policies. Furthermore, multi-media and participatory communication strategies prove more effective than one-way communication. The study concludes that risk communication should be considered a central pillar of public health policy in health emergencies. This theoretical study provides a conceptual basis for future empirical and policy-based research and can be useful in developing more effective and responsive communication systems during health emergencies.
