CHALLENGES OF ICT ADOPTION IN LIBRARIES

This paper examines the major challenges encountered when adopting Information andCommunication Technologies (ICT) in libraries. It synthesizes the literature and practicalexperience to identify and analyze barriers such as budgetary constraints, staff trainingand capacity-building, the digital divide among patrons, infrastructure limitations, policyand governance issues, content and systems interoperability, security and preservationconcerns, and user acceptance. The paper proposes evidence-based recommendations andan implementation roadmap to help library managers, policymakers, and stakeholdersplan and execute ICT projects successfully.
