English Translation

The Mauryan administration was based on the concept of a welfare state. While the administrative system was centralized, it cannot be called autocratic. Kautilya propounded the Saptaanga theory of the state. The seven elements of the state are: King, Ministers, Territory, Fort, Treasury, Army, and Allies.
